You are not stuck... you had a bad doctor that did the first acl - he put the tunnels in the wrong place (top reason for grafts failing by the way.) The second "shrinking" was a hoax.. never works.. they took your money ...
Now write all that off to bad doctors and bad luck and start at the beginning.
If you need a stable knee and an ACL than follow these steps -
1 - find a good os - one who does hundreds of ACLs per year and will do a patellar autograft
spend lots of time on step 1. Do not accept someone just because they are the doc for a specific sports team or because they have a nice brochure. Get someone who does tons and ask for patient names that you can talk to.
this is the step that has gotten you in trouble. Do it right this time.
2 - do what your knee's new best friend (the OS in step 1) says.
There is no reason for you to accept a deficient knee. Good luck to you
