In the United States of America, it would be unlawful to install such a device. The reason for this is that this implant has not been proven safe to our standards.
It all depends on how you look at things. Some folks would be delighted that the government is there to protect us. Others on the lunatic fringe would be traveling to Third World Counties where there are no rules.
My child would have an autogenous patella tendon repair harvested from the opposite knee, and I would expect to see him back in play in three months. Because of our, as well as the reported, results this is only procedure we do for ACL reconstruction. But there is nothing magical about this procedure. It just requires a decent doctor, and lots of sweat on the part of the athlete.
I guess another way to look at is is whether or not you believe that there are any free lunches in life or it you can ever get more than you pay for.
