Arthritis after ACL reconstruction

Hi,
I need some ACL support.
10 years ago I had ACL +meniscus removal. (It was a huge tear about as big as they get according to my OS) Rehab went well and I have been extremely active with no pain for the last 10 years.
About 3 months ago, my knee started hurting under my knee cap while playing soccer. I went to new OS since I have moved across the country. The OS's first diagnosis was that I had a new meniscus tear but he did an MRI because he wanted to see what was left from the previous removal.
The results of the MRI showed no new tear and OS said it is arthritis.
I am trying PT for 4 weeks but I am not noticing any results instead my pain seems to be getting worse. OS says that I am too young (28) to have "surgery" for arthris. He said it looks bad for me to return to soccer with out being in pain.
He is not giving me any options other than PT for getting better. PT is working with me for pain management not getting me back to playing soccer.
What are the options for early arthisis following ACL reconstruction.
Will I be able to get back to playing soccer.
FYI, the MRI showed my ACL graft is strong. :)
