Getting full range of motion...not sure if that is in anyway connected to arthritis issues. It's not related to tendonitis because it is the pulling up of the leg such as in a leg extension exercise that if abused can cause tendonitis. Full range of motion is the initial goal in therapy because the first 7-12 weeks are when most gains are possible. After 12 weeks, many that have not regained full flex will have a bear of a time achieving it unless the OS tries some intervention of sorts. One needs at least about 125 degrees to ride a bicycle with no issues. Many will obtain heel to butt or cloes to it. My PT considered anything above 135 degrees is considered full flex. If you have at least 135 degrees full flex, than just about all activities will not be imparied except perhaps if one was a baseball catahcer and constantly required staying in a squat position.
The repairing of cartilage is almost always the way to go versus trimming/cutting away cartilage since ther eis just so much cartilage a person has and once it is gone, it's gone. Some can try means by which cartilage is regrown but no one wants to go down that path and it is not always successful. Repairing of cartilage is not always possible. In many cases, a person suffers a bucket cartilage tear in which the tear sticks out interfering with frictionless joint movement. Those tears may or may not be able to be repaired. Trimming of cartilage is not necessarily a terrible thing. The cartilage is trimmed and if not that much was removed and also depending on where it was removed, there may be nothing at all noticeable to the individual after recovery. I went thru two cartilage trims separated by 8 years. The second was 90% in a non-load bearing area of the knee. I have had absolutely no ill effects from those trims and last was over 11 years ago.
