Hyperextension after ACL surgery

After my 3rd ACL surgery (9/08) I'm at 0 degrees extension. I still experience swelling after activity. I went to a different doctor from the one who performed the 3rd operation and he believes that my inability to have those few degrees of hyperextension in my repaired knee may be to blame. So he is recommending another surgery to achieve those few degrees of hyperextension. Anyone have any similiar situations or knowledge if the hyperextension is necessary?
